Aside from the chaos that is Roma, didn't Roma decline to pay a buyout from Montella's contract with Catania, while Fio coughed up the cash for the buyout?

I have a hard time imagining someone who has already made his reputation (or has a reputation as an up and comer) coming to Roma at this point.
